Governance and decision rights
How Carolina IX will document authority, participant input, conflicts, and policy changes.
Carolina IX is defining its legal structure, operator, governing body, and participant representation before accepting connections. This draft identifies what the adopted governance document must make clear.
Accountability
The adopted document will name the infrastructure owner and operator, the authority that approves participation and policy, the people authorized to act during an incident, and the party accountable for financial and legal obligations.
Participant input
Material changes to participation, fees, or technical policy will include a defined notice and feedback path. The final decision owner and outcome will be recorded with the published change.
Conflicts and revisions
The conflicts policy will address situations in which an organization has more than one role, such as operator, facility, carrier, or participant. It will set expectations for disclosure, recusal, and escalation.
Adopted policies will identify their owner, approver, effective date, revision history, and notice period.
