Operating the network

Sites and access
Facility and transport decisions will follow published criteria for access and physical diversity.
Fees
Charges, exclusions, effective dates, and notice periods will be published before they take effect.
Participant input
Connected networks will have a documented way to review material changes, raise issues, and resolve conflicts.
